Talar-Tanuj win in major Jr. ranking badminton C’ship

ITANAGAR, Aug 6: Laa Talar of Arunachal Pradesh and M.Sai Tanuj of Andhra Pradesh reached the semifinals of  the Boys Under-17 doubles in All India Major Junior Ranking badminton championships being played at Filmnagar cultural center Hyderabad today. The third seed Talar-Tanuj duo defeated Akhilesh Kumar and Sd Suban Ali of Andhra Pradesh 21-19 21-12.

 

Volleyball tourney to mark I-Day

TWS  to honorachievement of Duchok

ITANAGAR, Aug 6: The Tagin Welfare Society (TWS) has congratulated Miss Mege Duchok, who won the Miss Beauty of Arunachal Pradesh -2011 title in the recently conducted beauty contest. Duchok, 17, is a daughter of Takam Duchok, Ex- ASM, Duchok village of Taliha Circle, Upper Subansiri District and presently studying at Royal International School, Papu-Nallah,  Naharlagun. The Society also congratulated other winners in the beauty contest. Meanwhile, the Society appealed to the state Govt to recognize and encourage the hidden talent of Duchok and others and extend all possible support to them. The society also decided to felicitate Mege Duchok and meritorious students of Tagin community of Capital complex.

 

Chambang people facing ration shortage

ITANAGAR, Aug 6: The residents of Chambang area are facing hardships due to acute shortage of essential items due to road blockage triggered by heavy rainfall.

The Suspension Rope Bridge between Langding and Chambang is also in pathetic condition which needs immediate repairing, Rumbang ASM Puji Sangte informed in a release.

Since the students and Government staff are the worst sufferer of the prevailing situation, the authority may consider air dropping of ration items till the road communication is improved, the ASM said.

He urged the local MLA to take up the matter of air-dropping of ration item and road restoration with the authorities concerned at the earliest.

 

GSU constitutes fact finding body

ITANAGAR, Aug 6: Galo Students’ Union (GSU) in a recent meeting at Basar has constituted a 5-member fact finding committee to unearth the truth against the alleged bribery allegation against the union by one of its former office bearer.

The meeting resolved that if any member of the union is found to have indulged in the bribery case as alleged action shall be taken against him. Anyone trying to tarnish image of the GSU would not be tolerated, it said.

The union also discussed action against those executive members who don’t turn up for union issues and removal of the member(s) who are attached to Political party from the GSU.

Accordingly, GSU, which is a non political organization, relieved its advisor Domin Loya, who is affiliated to Political party (Trinamool Congress), from the advisory board, the release said.

 

Women Volleyball tourney begins

ITANAGAR, Aug 6: The 5th Taba Tat Memorial Women Volleyball Tournament began at Bullo village, Yazali of Lower Subansiri district yesterday.

Altogether 18 teams are vying with each other for the top honour this year.

The winner and runners up teams would be given cash prize of Rs.25,00 and Rs. 15,000 respectively along with trophies while the third prize carries an award of Rs.5,000.

The final match to be held on August 10 would be attended by PWD Minister Nabam Tuki and Parliamentary Secretary and Arunachal Olympic Association president Padi Richo as chief guest and guest of honour respectively.

The tournament is a yearly event organized by Taba Tat Foundation.

The Foundation would also felicitate the AISSE and AISSCE toppers of Nyishi students of Govt. Schools under Yachuli constituency and honor the GBs of Yazali pacnchayat for their valuable services towards Nyishi people of the area.

The union demands posting Principal, HMs

ITANAGAR, Aug 6: All Palin, Chambang, Yangte, Gangte and Tarak-Langdi Students Union (APCYGTSU)  has appealed to the education minister for posting of a principal to Govt Hr Secondary School, Palin immediately.

The said Govt Hr Secondary school, Palin has been running without principal for the last three and half years, the union said. The union also demanded posting of  headmasters to the Govt Secondary School, Yangte and Chambang saying that these two institutions also have been running without full-fledged headmasters for the last four and half years.

Meanwhile, the union appealed to the education department to direct the construction agency to follow the norms and guidelines while implementing the RMSA scheme at Govt Hr Secondary School, Palin.

 

VKAJ organizes medical camps at Laju

ITANAGAR, Aug 6: Swasthya Seva Manch the health service forum of Vivekananda Kendra Arun Jyoti (VKAJ) recently conducted few medical camps at Thinsa, Barap, Laju village and Pongkong of Laju circle in Tirap district. Over 325 patients suffering from various ailments were treated and medicines were distributed.

Twelve pregnant women were also examined and Iron Folic Acid capsules were provided to them. They were advised for regular ANC and six of the patients were advised for Sputum test (AFB).

Awareness meetings were also organized on the sideline of the medical camps where health related tips and informations were given to the villagers to prevent any kind disease during the rainy season.

 

Rain damages B sector road

ITANAGAR, Aug 6: All ‘B’ Sector Youth Welfare Association” (ABSYWA) Naharlagun, in a release informed that heavy rainfall in last two days caused extensive damage to B- Sector Colony road. It appealed to the Chief Minister to suggest the authority concerned for early renovation of the damaged road in the greater interest of colony dwellers.

 

Bandh called off

ITANAGAR: All Hrusso (Aka) Students Union president Sameer Khabisow informed that proposed bandh scheduled to begin from Aug 8 in West Kameng district has been called off. The decision was taken after the assurance of the Chief Minister yesterday to fulfill the demands of the union which include arrest of the chief editor of the GGL Publication, cancellation of the license of the publishing house, public apology from Chief Editor and immediate banning of the circulation of the controversial book, the union said.

 

More power to Dambuk SDO sought

ITANAGAR: Former Minister Roding Pertin has appealed to the state Govt to empower the Dambuk sub-divisional officer to issue ST certificate, PRC and other essential papers to the people of Dambuk  area.

Dambuk, one of the oldest administrative headquarters of the state, is surrounded by turbulent rivers like Dibang, Sisiri and Dotung and it remains cut off from the rest of the world during rainy season. The poor people of Dambuk  have to cross these rivers for minor official works at Roing which could have been done by  Dambuk SDO,  Pertin said. Moreover, it is always not possible for the people to afford huge expenditure  amounting to more than Rs 1000 to reach Roing  for such administrative works, he added. Pointing out that  that CO of the new administrative circle headquarters Koronu, 25 km away from the district HQ has been delegated the power to issue ST  and other important certificate, the former minister appealed to the state Govt to delegate more power to Dambuk SDO to lessen the burden of the people of Dambuk area.

Engineers urged to take up road restoration works on war-footing, says Tuki

ITANAGAR, Aug 6: Responding to public outcry against dilapidated capital and sector roads, PWD and UD Minister Nabam Tuki today said that very high rainfall this year has caused massive damages to roads.

Pointing out that none can fight against the nature, Tuki said that he has been in constant touch with the chief engineers to monitor the situation. “I have issued directive to all of them to take up restoration work on war footing,” he said.

“All the engineers are alert and on their toes to tackle the natural calamities accentuated by man-made problems for which he can not be held responsible”.

He said the fund requirements are being submitted to the planning and finance departments. He urged the finance minister to ensure early release of funds so that the restoration works are not affected.

However, carpeting can be taken up only after rain stops, Tuki said and sought the cooperation of the public.   

UD CE Taba Tedir informed that nine JCBs were engaged and road blocks were removed for facilitating communication in the state capital.

Capital PWD division EE Ratu Techi said that they worked since early Friday morning to restore communication on NH52A by 8 pm. “We are working to our fullest capacity,” he added.

 

Upper Subansiri DC warns absentee teachers

ITANAGAR, Aug 6: Upper Subansiri Deputy Commission Ameya Abhayankar and Deputy Director of School Education Obuk Panor conducted an extensive tour covering Puchi Geko block to take the stock of educational development and to check the staff and teacher absenteeism in the district.  They also visited PHC of Puchi-Geko block.

Both DC and DDSE took classes in many schools due to non-present of teachers at their posting places. Expressing serious concern over the absence of teachers, the DC cautioned the absentee teachers and many teachers were issued Show Cause notice at the spot for non performance of their assigned duties, according to an official release. They further cautioned all the teachers to be regular and dedicated to their duties. No absenteeism will be tolerated on the part of teachers, the DC said and directed the DDSE to withhold the salary of absentee teachers and said that ‘No work No pay policy’ will be strictly implemented in Upper Subansiri District.  

It is seen that Upper Subansiri Disrict  has been drawing huge amount  as stipend for last many years. The DDSE had taken action in this regard and a huge mount of Rs fifteen lakhs were recovered from various schools in form of bogus enrolment of the students.  It was also seen that many teachers were also involved in preparing bogus enrolment of the students. However, the DDSE took immediate action and recovered Rs fifteen lakhs  and the amount was deposited  to the Govt, the release said.

The DC also took stock of the MDS and RTE implementation in the district. He assured that RTE Act will be implemented in the district in true spirit with the help of teachers, parents and students.  The DC further warned all the officials of the district who are not staying at their place of posting. Immediate action will be taken against those officials who are staying at district headquarter instead of staying at posting places, he said. Extensive tour to other blocks will be  conducted soon, the release added.

 

ANSU demands proper policy to minimize road blockage & power failure

ITANAGAR, Aug 6: The All Nyishi Students Union (ANSU) implored the State government to take necessary steps to solve the constant road blockage and power failure in the State’s Capital Itanagar and its vicinity.

In a mailed press release, ANSU general secretary Arjun Panye said, “The constant road blockage and power failure have put the life of people of Capital Complex in utter confusion and disorder. The prolonged rains in the last few weeks have unleashed a trail of destruction in every nook and corner of the State’s capital and its vicinity. NH 52A- the lifeline, has been washed away at many points snapping the traffic movement. Many innocent lives have been lost during trail. Sadly, the authority is simply putting the blame on nature (rain).”

Natural calamities are beyond our control but we all know which month we receive maximum rainfall in our State. If we take preventive measures, loss of properties and human life can be assuaged at the maximum, he said.  

Stringent action should be taken against those who illegally and randomly indulge in earth cutting compromising the life and property of the public, Panye said and described the district administration a tiger in paper only.

It is high time that Government come out with a proper policy to do away with the constant road blockage and power failure.

The construction of road should be handed over to BRTF for quality. Further, an alternate road should also be constructed from Naharlagin to Itanagar, he suggested.

 

APPDSU appeals

ITANAGAR, Aug 6: Expressing concern over the various problems being faced by the people of the capital complex, particularly after nature’s fury which caused severe damages to road infrastructure in the capital region, All Papum Pare District Students Union (APPDSU) has appealed to the PWD, PHE and Electrical departments to take immediate steps for renovation of roads,  proper supply of drinking water and electricity respectively. Pointing out the administrative order banning earth cutting in the Capital, the Union said that the maximum road damages in the Capital region are caused by earth cutting.   The common people are facing lot of problems due to negligence of a few persons, the union said adding that the PWD alone should not be blamed for the present condition of the road.

It further said the administration should take responsibility of implementing the ban order on earth cutting for the benefit of common people.

Meanwhile, the union called upon the Executive Engineer, PWD division, Sagalee to clear the reported road blockade on Doimuk-Sagalee road.

 

Govt step against bandh culture lauded

ITANAGAR, Aug 6: All Upper Papu Youth Welfare Association (AUPYWA) East Kameng,  has lauded the bold step taken by the Chief Minister Jarbom Gamlin against bandh culture. The Association also expressed happiness over the announcement for raising three new battalions which will generate employment opportunities for large number of youth and also lauded step to renovate capital road soon.  

Young Mission Adventure Club (YMAC), Itangar also lauded the announcement of the CM against bandh culture. The Club in a release today said that  Govt decision to abide by the Supreme Court order will bring succor to the people of the Capital who have been facing frequent bandh. It also appealed to the organizations not to resort to any bandh call in underdeveloped state like Arunachal Pradesh as it affects the state economy and developmental works.  Other Govt steps for renovation of roads, creation of battalions were also lauded. Meanwhile, All Capital Complex Citizen Tribal Right Forum (ACCCTRF) appreciated Chief Minister Jarbom Gamlin for conducting physical visit to rain affected main road from Itanagar to Banderdewa along with his principal advisor Kiren Rijiju yesterday.

Traffic movement along the road got disrupted due to heavy rains in the last two days. However, it was cleared for traffic movement after the CM took prompt initiative.

 

Implementation of SPA projects and PM package reviewed in West Siang district

AALO, Aug 6: The District Level Monitoring Committee meet reviewed the progress of 105 projects amounting to Rs. 14641.26 lakhs under SPA and 153 projects/schemes under PM Package involving Rs. 399.79 lakhs sanctioned during the last five years under the chairmanship of West Siang deputy commissioner Amjad Tak today. The district specific projects and schemes are exclusive of other projects and schemes placed to line departments from SPA and PM packages.

Presiding over the meet, the DC called for painting a better picture of the district as administration is also involved in the implementation process. He stressed on timely submission of utilization certificates to get better linkage in free flow of fund and budgetary support from the Central Government in time. All copies of work orders and intimation should be given to all administrative officers and Panchayat leaders at ZPM level for knowledge and effective monitoring of all schemes, the DC said. He was specific about constituting a circle level monitoring committee to facilitate better coordination to implement all schemes successfully.

District Planning Officer Milo Phussang stressed on submission of return reports on quarterly basis even if the DLMC meet is not held in time due to time constraints. He disclosed that Government has constituted a Third Party monitoring team to assess all projects and schemes in the boarder areas and urged all executing agencies to furnish detailed information on all projects soon.

Book with wrong information banned

ITANAGAR, Aug 6: Following the complaint lodged by Rinio Naloiju and J C Khunjuju, General Secretary and Vice-President of Aka Miji Capital Complex Welfare Society (AMCCWS) regarding erroneous publication in the “Master Suggestion for Competitive Exam’ published by GGL Group of Publication 2000, one Nyamo Dojeh has been arrested by  Itanagar police.  A case vide No. ITA/PS/186/11 U/s 153A (I) (a) IPC has been registered in this regard and the accused was produced before the Chief Judicial Magistrate, Capital Complex, Itanagar today, according to  an official release.

The Court of CJM, Naharlagun after taking cognizance of the case has enlarged accused Nyamo Dojeh on his personal bond with the direction to appear before the D C cum CJM, Bomdila on or before 7th August for further action under sure and safe security of SP, City, Itanagar.

Further, the “Master Suggestion for Competitive Exam’ published by G.G.L. Groups has been banned  in market of Capital Complex. All DCs of the state has also been informed to take similar action, the release added.

 

DC inspects fish farms

ITANAGAR, Aug 6: Papum Pare deputy commissioner P Ligu inspected the Government fish farm at Emchi and few private fish farms at Emchi and Midpu.

The DC visited the private fish farms of Tana Akin Tara at Midpu and Tana Hari at Emchi village set up under NFDB and FFDA schemes.

The deputy commissioner highly appreciated the integrated paddy-cum fish farms of Tana Akin Tara which has been erected in the middle of a pond. He gave emphasis on upgrading the farm to aqua tourism. The DC asked DFDO to take up the matter immediately.

While interacting with both the fish farmers, the DC asked them for adopting new technologies to yield higher production.

Later, the DC visited the Government Fish Farm Emchi. He emphasized the need for popularizing Aquaculture culture in rural areas as a source of income which has also the potential to generate high employment through low investment. The deputy commissioner stressed on involvement of more local people, especially youth, in fish farming.

He informed that fish seeds would be released to all the farms.

The DC wound up his day-long tour by inspecting FFDA scheme being implemented at Emchi.

Former Doimukh MLA Ngurang Pinch, who accompanied the DC, gave few amount to farmer Tana Hari while the DC a 100 x 50 mtr drag net.

An insured amount of Rs. one lakh under Group Accident Insurance Scheme was also distributed to the progressive fish farmer Tana Akin Tara, Tana Debeswary of Midpu and Tana Hari, Tana Rekha of Emchi by the Doimukh ZPM.

The DC was accompanied by T. Bui, District Agriculture Officer, James Nabam, DFDO, T.C. Kapa, Assistant Director Textile & Handicraft, C. Dolo, BDO Doimukh, Ngurang Pinch, Ex-MLA Doimukh, GB Emchi, fishery officer and Tana Bado ZPM Doimukh and ASMs of  Nonpu, Midpu, Emchi.

 

BJYM team leaves for Sansad Gherao prog

ITANAGAR, Aug 6: A team 76-member BJYM team from Arunachal Pradesh led by its state president, Doni Nich, left for Delhi on August 5 to participate in the Sansad Gherao programme being launched in protest against the  uncontrolled price hike of essential items and corruption on Aug 9. Other members of the team included BJYM vice presidents Hinium Tacho and Tomi Haider and State General Secretary Tarin Tari.

The State BJP General Secretary  Tai Tagak flagged off the State BJYM team here near the state BJP Headquarter. Tagak lauded the movement of BJYM against price rise and corruption and wished for successful participation in it.

 

Home Minister came, saw and conquered

The recent visit of Home Minister Takar Marde to insurgency-hit Tirap district was a watershed in the chequered history of the backward district. The visit was not a mere routine and cosmetic one that normally associates with VVIP visit.

During his extensive tour from July 26 to 30, the Home Minister visited the trouble-prone tri-junction Kanubari that shares borders with Assam and Nagaland, remote and far-flung circle headquarters, Pongchau, Wakka, Lazu where the ultras call the shots and the district  headquarters, Khonsa which was in the news for kidnappings, fratricidal killings and bloody turf war between the two warring factions of NSCN.

He also visited Deomali, the place where former young MP Wangcha Rajkumar was assassinated in 2007. Incidentally, the public meeting was held in the very club where late Rajkumar was gunned down in cold blood. The Home Minister’s visit to Ranglua and Kamku –Russa wherein a serious boundary dispute erupted between the Assamese and the Wanchos last year in which an innocent Wancho was killed by Assam police in an unprovoked firing, was welcomed and appreciated by the villagers who lived in constant fear as Assam side had always adopted an aggressive posture. His visit, especially to the interior and border areas, undoubtedly provided a ‘healing touch’ that Tirap badly needed.   

Many Home Ministers had come and gone before Takar Marde without leaving any footprints on the sands of time neither in words or deeds. But the present Home Minister had not only rekindled the hopes and aspirations of the people but has also endeared the present State Government to the people. Such euphoria created by Marde’s visit was missing during the visit of former Home Ministers.

Of course, Union Home Minter P Chidambaram’s visit to Khonsa in 2010 yielded some positive dividends. Today, people of all ages in Tirap cannot stop eulogizing Home Mister Marde for the official announcement he made in all the public meetings he addressed regarding the generous Home Ministry’s packages that include a mass Police recruitment in various categories of posts and 80 crore central grant for establishment of new Police stations, up-gradation of existing ones and creation of infrastructure exclusively for the disturbed Tirap and Changlang districts.   

These are a real windfall for these backward districts. These two districts need a fillip like this to enable them catch up with the other more developed districts of the state. In fact, this has come as a God-send opportunity for the restive youth to engage themselves gainfully. The Home Minister’s gift to people of Tirap and Changlang has brought rare smiles and cheers especially to the faces to the youth who can be seen grinning from ear to ear. Why not ? After all, this gesture of the Government will go a long way in weaning away the disgruntled and misguided youth from going astray. The people of other districts should welcome and laud the sympathetic action initiated by the Government. They must feel that the problem of Tirap and Changlang is a problem of Arunachal. The onerous onus is on all the Arunachalees to help the people of Tirap and Changlang live a life of dignity and honour in their own land.

No doubt, other districts of the state are also facing a plethora of problems but their problems can, in no way, be equated with the peculiar and serious problems these two districts have unfortunately been enduring for long, helplessly.

It is needless to repeat here that insurgency is a scourge for any society. Wherever, there is insurgency in any form, developmental activities come to a screeching halt because the ultras tend to force the ideologies and orders into unwilling ears, more often than not using violent means. In such an ambience young people are susceptible to the tactics and guerrilla war-fare the ultras apply to woo the youth. As of now, peace is still a wild goose chase in Tirap. However, let us not expect an immediate solution to this vexed insurgency problem.

Our Home Minister and the Government have no magic wand to do away with the problems Tirap has been living with for years. Peace is sine qua non for development. Our Government should spare no effort to create a conducive atmosphere for uninterrupted deployment in the district.

Today the poor villagers are sandwiched between the ultras and security forces. They are a confused lot and are reticent. The safest line they parrot whenever they are asked about the movement of the ultras is, “I have not seen, not heard and don’t know anything.” Anybody in their place will do the same. There is no protection for them. They are sitting ducks for the ultras. We must have sympathy for them. They are ignorant and innocent and so their peccadilloes if any should be overlooked by the law-enforcing agencies. Most of the villagers don not know what NSCN(IM) or NSCN(K) means, leave alone their motives and ideologies. They reluctantly carry out the orders of the trigger-happy strangers not out of love but out of fear.

Now, some one may ask why they don’t inform the security forces?.  The answer lies in the question itself. Scores of precious lives have been lost for daring to defy the orders of the ultras. Now, was there anybody who came forward to save them? It is easier said than done. Insurgency anywhere is a complex issue. So it has to be dealt with utmost care, considering the safety and security of the people who have nothing to do with the ideologies of the ultras. As I said a long time ago in one of my articles that insurgency in Tirap is because of its proximity with Janta-ruled Myanmar and insurgency-infested Nagaland. But unfortunately today, the insurgents have started interfering in all the matters in Tirap and they have penetrated deep inside the social milieu, thereby complicating the issue both for the people and Government.

In the light of the saga of never ending insurgency- related tragic incidents the innocent people have been witnessing, the recent Home Minister’s extensive tour to the district has come like a breathe of fresh air bringing along with it renewed hopes for the people.

Today, people everywhere in Tirap are talking about the Home Minister’s meaningful visit not only in terms of the Home Ministry’s packages he had announced but for the seriousness with which the State Government has started addressing the insurgency problem. Home Minister Takar Marde is today no less than a messiah for the ordinary Tirap’s people. Indeed, he came, he saw and he conquered the hearts of the people.

Itanagar gets new officers club

ITANAGAR  Aug 6:  Itanagar gets a new Officers Club after state Chief Minister Jarbom Gamlin formally inaugurated the newly constructed officers club here at State Circuit house premises yesterday evening.

“For a healthy governance, healthy mind is required and for a healthy mind a healthy body is essential” asserted Gamlin while congratulating the members of officers club for the new badminton club building. He felt the need for such recreation for the officers coming from outside the state who do not have much to do to entertain themselves.

While assuring to provide all possible assistance, Gamlin asked the Club President Tape Bagra and Secretary Robin Hibu to submit a detail project report on jogging and walking track as proposed by the members. He further urged the club to accommodate politicians as well in the club so that they also find a suitable place for recreation besides their hectic schedules.

Earlier, Tape Bagra in his welcome address extended sincere gratitude to the state government for providing fund for the building and said that it was a long felt need for the All India Service Officers coming from different parts of the country and state officers at Itanagar. Bagra further lauded the active participation and encouragement of MLA Laeta Umbrey and Alo Libang and also had special mention of the hard work and labour of Er. Tage Taki and Er J S Srivastav for completing the building before time.

The inaugural game was played between Gamlin & Umbrey in one side against Bagra and Hibu on the other amidst roaring applause. Gamlin & Umbrey clinched the game 25-11.

The occasion witnessed presence of CM’s Principal Advisor Kiren Rijiju, Secretary Sports and Youth Affairs D S Pandit , DIPR Leki Phuntso, host of other dignitaries and members.

Meanwhile, Robin Hibu, secretary of the Club informed that the CM has agreed to be chief patron of the Club, while sports secretary and sports director are the patrons and MLAs Laeta Umbrey and Alo Libang are special patrons. The club has introduced unique biometric identification card for club members.

 

ABSU’s demand for revocation of DC’s transfer order supported

ITANAGAR, Aug 6: All East Siang District Students’ Union (AESDSU) has strongly supported the 24-hr bandh call given by All Bogong Students Union (ABSU) demanding revocation of the transfer of present East Siang deputy commissioner Onit Panyang.

Taking strong exception to the transfer order of the DC in the midst of the eviction drive, AESDSU said that present eviction drive in Pasighat township is legitimate and development friendly step on the part of the administration.

The transfer of present Deputy Commissioner has come up as a great shock for the people of Pasighat which left us with no option but to protest, AESDSU said.

Pasighat, which is one of the oldest towns of the state, is under serious threat from illegal land occupants. The massive land grabbing by some individuals has demoralized the development process of the township, the students union said and described the act of the state Government very unfortunate and a politically hatched game to derail the development process of Pasighat township.

The Union felt that the revocation of transfer of the present incumbent Onit Panyang would facilitate more peace and development in Pasighat township.

The Union also urged Education Minister Bosiram Siram to come clear in this matter.
